The song is Cake Face by Steve Aoki, who really does throw cake at his fans. I'm afraid I don't like the song, though. It's raucous electronic noise with a beat and only occasionally a tune, which in MMD videos like this tends to mean minimalist choreography.

The video stars two KanColle ship girls: Suzuya and Prinz Eugen. Wearing one set of underwear between the two of them, they dance a little (doing the same stripper wiggle over and over again) and either kiss or have sex a lot.
